You need more soil NOW. I don't know how that plant made it this far. Get more soil and watch her grow. If you're growing outside she will start blooming and budding around the end of this month.

I'd get a bigger pot or even better put them straight in the ground or in a fabric pot. And ya add a lot more soil at least.

If its outdoor, it will start flowering soon. In a week or two id guess (days are getting shorter). And like everyone else said, give her some more dirt!
