Is this male or female or to early to tell. It looks like it has baby sacks on it not hairs.

Can't tell yet. When it's old enough to show its sex you'll either see 2 white hairs (female) or green round balls (male).

It does look male(ish) but the photo is slightly out of focus - another couple of days and you will know for sure.

Males will always be the largest. The male grows taller to litter the lower females.

Don't start stressing yet. This plant could still go both ways, its just to early to tell. Though even if it is a male you won't have to worry about fertilization yet, it takes some time for that sucker to grow some big balls and then spread the love.
