major lighting problems

That's not a common wattage for growing. Is it a street lamp? Some details on what kind of fixture and ballast you have would help. The wattage only tells us how much juice it burns, not what it looks like.

i no but i am wondering what items i would need and how to set them up i all redy have
:leaf: 2 x 100watt hps bulbs
:leaf: 1 x 100watt phillips ballast

what else do i need ??

Well, start with good power cord attached to 3 pronged timer. You'll probably want to hang the fixture with some chain to make it moveable. Does the ballast have a 3 prong cord or is straight-wired? Do you have a reflector? You're going to need all the light you can muster with 100 watts. You may even consider supplementing with some CFLs.

I'm assuming the ballast already has the mogul base (screw in) attached/mounted? Verify the ballast is HPS and not Metal Halide.

Check out the GrowFAQ at top of page. You'll likely need more than the items you've listed.

most of the industrial ballasts I've seen have a wiring diagram on them.
(these are the ones without a fancy box, just the xformer and igniter.)

Plug in the Philips pn of the ballast in their website.
