The fact that there are recalls mean the system is working. How many recalls have you heard from dispenceries? Zero. If you think that the black/grey market aren't using the exact same or worse products you are a fool.

The black market doesn't have to follow ACMPR laws and if people were allowed to send out their weed to get tested at a lab it would create a new reason for people to grow with minimal pesticide use.
When I buy weed from the street I expect to know nothing of what's on it or how it was grown, same as with any drug, if I buy it from a LP I expect it to be 100% clean as its called "medical grade" Obviously the random test system is not working as it like the fox guarding the hen house, and tainted product has been out being consumed for months.
If someone is coming into the LP's and spraying pesticides seems that quite a glaring security hole in their system. How did they pass the security screening. As for the system working, well you could say that it is IF the weed was stopped before it shipped, not months later after its been consumed by med users.
