Looking for suggestions.

Posting this for a friend. He has something similar happen last year as well
Anyone have ideas what might be going on here, and possible solutions.

Gonna take a wild guess and say pests may have caused this. I see a spider on one of the leaves there.. but there may be others. Have you given it a good check for bugs?

I didn’t have my scope there and he only had a crappy one, but I would have been able to see spider mites or aphids. Doesn’t look like russet damage. Just on a few of the tops.
