I've been seeing 200-400 watt HPS lights on ebay for $30. DOes this sound legit to anyone, or should i avoid these?

You must be looking at just the light bulb itself,there is no way a 4oo watt hps can be had for that price, unless its a used high/low bay industrial lighting fixture,in the case of used industrial lighting then yes its normal pricing.

A 400 watt metal halide high bay light/ballast combo can be easily found on ebay for $30 or less,just search out high bay & low bay lighting.
