Halogen lamps are just high-pressure incandescent lamps with halogen gas in them. It lets them run at higher temps and efficacies so it's great for lighting, but not effective or efficient for growing. The problem is that they put out way to much heat and have a narrow spectrum (far red)that plants can't really utilize well. They may be used for flowering but needs to be about 24" from the plants.

No you cant use it for veg,its worthless for flowering as well,they put off way too much heat & emit very little of the spectrum that plants need to thrive.
