Lighting Question

im a beginner grower so i dont really know much about this stuff but can i use flouresent Hg 13w 120v lights and if so how many will i need if i only have two plants. if not what lights should i use im on a budget so i can spend much. thx

13w bulbs are too low, need higher wattage for better intensity, I have a home made reflector with 6 bulbs (mix of 20w warm and 25w white) I think that is a minimium for 2 plants.
