I think it might depend on a few things. The coverage area may be dictated by your hood and how it distributes the light. So it might have to be higher to hit the same area if you have a focused hood vs a xxxl. Watts per square foot is a little low for a 400 in that space, but when you start out, the amount of plant material vs available light might be wasteful. My methodology is to scale it up. You could get away with a 600 for flower. But be aware, again, about the footprint of what your hood can do. Buying a cheap lux meter helps to see what quality or uniformity of coverage your getting. Like myself, I start under a 100w T5, move to 400w MH, then 600w HPS, but I have appropriate sized boxes for each.
