Lighting issues please help

This is my first time writing and my first time growing as well. I have a couple of bagseed plants and they have been growing about 3 weeks. I recently bought a 70 watt hps lamp that works fine and my plants have been doing really well under this light. I feel in a couple weeks that i may want to upgrade to a better, more powerful light, and conveniently enough my friend has a ballast that he will loan me for free. It is a 400 "volt" general electric ballast for street lights. My friend said the street light it came off of was a high pressure sodium, but the ballast is made for flourescent lights(or says the guy at lowes). So, this is what i want to do, and I hope that it works out. I am thinking about taking apart my 70 watt lamp, hooking it up to my new ballast and putting a 400 watt hps bulb in.

So these are my questions...

1. Can i connect a 400 volt flourescent ballast to a 400 watt hps bulb (keeping in mind it did come off an HPS street light)
2. Will the lamp be able to take a 400 volt charge with the support of the ballast? Or do i need to buy a new lamp as well?
3. Will a 70 watt HPS lamp be enough to grow two plants, if not then how many watts or lamps should i get?
4. What are the results like when vegging a plant with HPS lights?

the 70 watt ballast will only fire a 70 watt hps lamp.

the 400 "volt" ballast is probably 400 WATTS. This MAY be an hps 400 ballast...I doubt that the floro ballast would be rated as such...

pics would help...

but either way..yer literally playing with FIRE here...and you can get the fuck shocked outta ya and worse if you dunno what yer doing here...

I think theres a good chance youre going to die...... but saying that.... mine is a pritty bad rig up lol

Ha yea, i decided to not connect them and i think i'll invest in a new ballast... or just more 70 watt lights. Any advice?
