Yeah, 55min isn't long enough time with no replies to start complaining imo. If you search for a good price online, a 400w bulb and ballast can be had for about 80$. Floros usually can only support healthy plant growth a few inches from the bulb. To grow a plant well with them from top to bottom, you'd need to have multiple bulbs at different levels to provide for both bottom and top buds. It can be done but unless you're using lights you already have, it's really not all that cheaper.
