Is this talking about PH going in or coming out?
This means the pH at the root zone. You can see that if the pH is too high at the root zone then the plant willl present it as Iron, Manganese, Boron, Copper, Zinc, and Phosphorus deficiencies because those nutrients become less available for the plant to uptake at higher pH.

According to these charts pH 6-6.5 is the good zone for soil, and pH 5.25-5.75 is best for soilless medium that is listed in the caption.
