Light burn ? Need opinions

This auto lemon has acted like a runt for 35 days..... Short only at 13" and gets droopy 3 hours before lights out on a 18/6 cycle. She is under 2 AGLEX 600s that are 25 inch above canopy. What do you think

About 2 weeks now it's starting to flower more now
