I guess the real factor that has me worried here is the head space. How wide a pattern will the cobs light at a distance of only 4-6" from the canopy?
Seems like more smaller cobs spread out or smaller diodes would be needed at close range?

4-6 is pretty damn close. Heat and spread might cause issues. Maybe the 3w LEDs you mentioned from Steve's would work better

This is just for a germination/young growth area. I want something that will prevent stretch in lettuce seedlings as well as special herbs. Basically something that will give the same characteristics as a T8 6500k fluorescent but more efficiently

Do you live near a home depot?

If so Phillips t8 led bulbs @133.3lm/w 4000k should be on your short list imo......Cheap/easy

Diy would be the most efficient option obviously.

Has anyone successfully grown plants under the T8 replacement led's?

Unless you run them very soft or dim them drastically, I believe that high powered cobs will burn you babies that close. I could be wrong but I wouldn't do it. If its a light for seedlings I think the led t8 will work better and be much cheaper for yoy
