So lights were just about to cut off for the night and i was in the area and bam they did but i looked at my LED and noticed it still had some lights lite up is this normal

Depends on the brand. I've got a bunch of Intermatic digital timers that don't leak.Use an analog timer. Digital timers store power.
What brands do not leak power? It gets very tedious and annoying having multiple analog timers in the same room and syncing them all to the same time. Digital would be so much easier.
