Yes Those lights will def flower a couple plants. They arent what would be considered optimal lighting, but they can flower a plant without issue.

You can def do better(im sure you know this and will eventually upgrade) but thats not what your asking.

You should look at some of my threads with air Walker that's my set up for my babies that I grew from seeds I'll send you a picture of it20200423_041546.jpg if you zoom in right there in the middle you can see a yardstick that shows you how tall they are the one on the left is 3 ft tall the one on the right is about 4 inch short of being 3 ft tall first grow

It doesnt make it less of a drag. My wife had weird and hard to diagnose heart problems and that shit really took a toll. Finallywe had a diagnosis and got the prescription the day before confinement. Lucky us cause shes all better.

Your philzon plants look good, maybe some lollipoping and bottom pruning before flower?

Ok, these kinda red and blue lights tend to not bud well far down in the cannopy. So maybe scrogging would be a good idea, to maximize the amount of light and cannopy.

Bringing the light closer usually makes the plants more dense, less stretchy. But i havent tried these kind of lights myself so i dont know for sure. Its possible that the high amount of red is causing the stretch due to incomplete spectrum. What do i know? They should be able to flower though. But there might be a point in using these with some other white lights, like some quantum boards or china boards. If su figure out a way to match intensity/hanging height of both types of boards.

Plant on the left has a weird structure, maybe its the foto, but i cant quite understand what goes with what.

It looks like etoliation in the latter pic.

I'm confused, because the image with the lights, plants and thermometer in view appear nice. Internodes appear nicely stacked/spaced. Stems don't have that stretched and glossy appearance. Healthy looking.

If asked would say bring the lights closer, quickly (as possible). Images in posts 9 and 12 look like different grows.

That's because those are two different plants the note picture and the picture with the big tent on top of the board those are different plants the ones that are stretched are the ones that somebody gave me that they said but they took care of for cloning get that dipping and everything I was just showing that they were almost dead and put that light in there and that's how much they grew those are two different setups completely
