LED Lighting Questing... Is this a good or not?

Just as the title says :) I am planning on doing my first grow op and have decided to go with LED's. I found a local ad and found the following LED lights for sale @ $200. I plan on creating a 5 bucket(4 grow sites + 1 res)RDWC. Can anyone please tell me anything about the LED I posted. I am completely new to growing and want to know if these are good. This is what the add reads.

LED grow light panel - 250watts

high power 1,000w hps equivalent, using only 250w power draw from the outlet

Flowering model
Panel is about 13" x 9" and about 2" thick

Canopy coverage size (footprint) is large
3'-3' to 4'x4'

Doubling the panels will further increase production and speed up flowering.

Like new, only used 2 months
Ultraviolet and Infrared diodes built in to speed up flowering and increase resin production

6-Band Sprectum of LED diodes (not the cheap chinese, THESE are the USA high tech chipsets made from CREE, the led industry LEADER)
red 330nm, 360nm <----------What does this mean is it good?
ultraviolet 380nm <----------What does this mean is it good?
blue 425 nm <----------What does this mean is it good?
infrared 730nm <----------What does this mean is it good?
white 12k <----------What does this mean is it good?

Led diode chipset BRAND:
Cree and epistar diodes 3w each x83 diodes

I would like to know this also. space, heat etc is a huge problem for me with HPS & MH lamps. if the LED does the job...I would have to give it a try. The reading I have done on various sites has mixed reviews to say the least. Like on everything else , alot of wrong / bad info on the topic. And a lot of customer reviews of the lighting systems seem to be more of a sales pitch than a review..

I am mostly wanting to go with LED for the power consumption. I can get these two 250W lights and they supposedly are the equivalent to two 1k HPS. I Don't want my power bill going through the roof, i already pay $120-150ish w/out growing. Please, can anyone shed some input?

Well different nm = different lights the plant uses... red is more for flowering as white n blue for veg. Your light has a mixture of them all i guess but it can be good thing as long as majority are for your cause (reg 630nm majority for flowering)

As for it being = to 1kw hps i believe to be wrong. You can read up on it more but im pretty sure you need more leds at 3w each to be equal to 1k hps. I wanna say its in high 300 range watt to be equal the hps. Now that i think of it search posts on here of a company that makes light with 336 leds at 3 watt each an say its equal to 1500w of hps. So thats 1008 watt of led for 1500w of hps... those 2 lights combined at 500w of led doesnt match up to even close of what 1 1500w hps is.

On the other hand your doing 4 pots in small area... even with them being = to 600hps each thats still enough for you im sure. I went through same crap tryin to do math on which amount of leds to get of which color and drivers to make light ect an there is just too much back and forth right now on which works better. The hps is proven time n time again. Ill mess with leds on another crop but for now i need some return and cant afford to play around.

Edit- they prob be equal to less than 600w hps each actually. Dont feel like doing the math.
