GVMV. Thank you for the reply. Wow. OK so my cheap chinese LED's are screwed into the heat sink with fan. The same heat sink is screwed into the aluminum plate. Trying to figure out where its' leaking voltage and then engineering a solution to insulate the leak doesn't seem productive to me at this point. I have two 30 Amp LED's of a different type. I am going to dissassemble the type that are leaking volatge and just run the 30 Amp LEDs. If the same problem does not occur I am going to assume it's a manufacturing flaw in the 20 Amp LEDs and scrap them. Probably going to order some Crees and Meanwell drivers anyway. I feel I have learned enough at this point to put it together.
