If you just order a few seeds, there is nothing to worry about. At worst the seeds will get seized by customs. and from what I hear they send a letter saying the kept your package., and thats it. but it is not wise to order to the same address you will be growing at.
the laws in the south won't change anything. If your order gets through customs it will make it to you. IIt's unlikely any local or state authorities will be checking mail. And the postal workers cant smell or detect seeds.
