a bubbler is a water culture hydroponic setup. plants are suspended over a water and nutrient reservoir in baskets with a soilless medium. The roots grow down into the water that is being aerated by bubbles produced by air pumps and air stones. The oxygen from the bubbles dissolves into the the water. The roots uptake oxygen, water, and nutrients simultaneously and provide for very explosive growth.

A rubbermaid bin with a strong lid, which you should ge able to just about anywhere I would think. A garden/home reno store in the pond sections will have the grow net pots, mediums, foggers, pumps and such too. Or an aquarium/fish shop. If there are no hydro shops there. We have these all over in Canada, lots of hydro shops for this stuff.
Good luck.
