It okay to spray neem in flowering?

Yes, Neem oil is effective for keeping spider mites at bay if it is not a full blown infestation. I mix it 50:1 water/neem oil concentration. I find that repeating the foliar application every 7-10 up until harvest works well until you can bomb the little buggers after the room is empty.

50:1 water/neem oil - spray to saturate all stems, buds, top and underside of leaves.
Yeah, and they do sell more dilute concentrations premixed @ my local hardware store. So long as you aren't soaking the buds too much and too often to where it would promote mold or rot then you should be able to use it right up to harvest (though I probably wouldn't during your flush - last 7-10 days).

Another product to use is insecticidal soap. It can be used up until day of harvest with no added taste or harmful effects. It is made for fruits and vegetables.

SM90 is made specifically for spider mites and will not inhibit transpiration like Neem will. I can't speak from experience, but I'd be hesitant to spray an anti-transpirant on my plants right as they should be ramping up bud production. Additionally, SM90 works well for PM and boosts root health (if applied to the root zone). I have used SM90 as far as 7 weeks into flowering, but did not spray the buds since I've only used it for localized PM issues.

With that said, I have had good luck spraying Neem on clones in lieu of a humidity dome...

This is one product that I will likely never go without again - it works great on algae, promotes root health, fights PM, was designed to fight SM (hence the "SM" - spider mites & "90" - year it was introduced). It costs about $21, but is worth every penny:

As for the clones, I just meant that I like to spray mine with neem because it helps them to retain water while they are establishing roots.
