Is your humidifier running...? Then you better go catch it

I have a small humidifier, and a dehumidifier as well. My dehumidifier never kicks on, but my humidifier is always working trying to bring up the humidity, I only hover around 22% RH. I setup my fans today to start brining air directly from outside, (air outside is 57% rh), into the tent. I turned down my extractor fan, and the heat has stabilized round 76°f and the R.H is now a whopping 27%. My ppm has dropped to 900 and I was wondering if this timer is what I need to set my fans to kick on every 5 mins or so to exchange the air.

Yes.
Short cycle timer, it will have settings for length of time on, and length of time off. The one I have has a range of 30 sec, up to 30 mins I believe.

Thanks man. I'm hoping to eliminate that "humidifier" all together. I dont like the concept of adding humidity, when my plants should be all the humidity I need.

This sounds exactly like your meters are under the lights - wrong place.

If the air is 57% coming in then thats your humidity and you should realise that your reading light radiation on top of air humidity which will give you a false reading.

That helped significantly!!

After reading this, I thought to myself, how the hell am I gonna check all the areas I need to find varying RH Levels. Totally forgot I have a portable temp./ r.h meter. So I come to find out the rh coming into the tent from outside is only 20%. That be me problem. I have a short interval timer coming in and I think once I get my fans and ventilation dialed in better, I'm gonna be in better shape.

Side note: the weather app on my phone is saying 67% R.H. oustside. But it's only 21% when it enters my grow tent

mine is like that as well. weather man/apps say it's high like 78% but in my room it is only 60's. take for example it says 76% right now hygrometer is reading 67%. lights are off and been off for over 2 hours already. i never really trust the apps or weather man in general. why? because it's a lot of BS in my years of experience. they say things like " expect heavy rains, 50-60% chance of rain" all that stuff and then nothing. clear outside and yes it's the right zipcode as well. my state literally has a meme for the weather man because his forecasts are so off.
