Is White Widow a late flower? Mine aren't flowering

They've been outdoors for 2-3 months now and aren't flowering. They have pistils and seem like they've finished the stretch though and look really green/healthy.

Am I doing something wrong? Should I switch to bloom nutes or something?

They will flower when they feel that it is time.

It's all about the light phases, no nutrients will make it flower.

gets dark after 7pm. They get a lot of good light out here. It's hot and barely any clouds.

I'm growing another strain called Aussie Blues and they're already in mid-flower, however there is one Aussie Blues that has not flowered yet as well. None of the WW have flowered.

I think I figured out what's wrong.. They must be root-bound or gotten some root-rot cus I've had to water them a lot recently because of the heat, they perk up right away.
Though lately the leaves still look half-droopy even after watering.

So I decided to transplant them. They are barely disturbed because my container setup allows me to simply add on an extra container to the bottom for the roots to grow into, so now they're 2/3 in soil 1/3 in coco.

Kinda looks like root-rot but it's not that bad. Even after transplanting can the root-rot still spread?
Should I add Hydrogen Peroxide to kill the root-rot? Or do I need to add a root oxygen product?

Can't wait for them to flower.. some have 6-7, 15-20" main colas with tight node spacing.
