Is this white powdery mildew? Bonus Q!

I received a clone from a generous local grower I bought a grow tent from, but it seems to have some kind of mildew or mould on it. Before I try to treat it, can anyone confirm if this is white powdery mildew?

Bonus Q is about this baby. New growth is yellow but eventually turns green. Not getting enough nutrients? Poor thing was abused (about 4 weeks old but tiny, I'm sentimental), being half drowned and not given anywhere near enough light, I've started feeding it around 500ppm grow nutrients, assuming it's a deficiency of sorts.

Yes that first pic is definitely PM and if it's on it this early I'd scrap it, there is no getting rid of it once it's taken and it'll only get worse once it goes into flowering, plus infect your other plants if it already hadn't spread. The second one is screaming for some attention, maybe a transplant into new/fresh medium and definitely some nutrients, 300-400 ppm is safe at that stage.

I hear this but check this out. I saw pm on an outdoor mj plant and brought it in, it was young maybe 8 inches tall vegging. I washed it off outside with a hose and some misted neem oil, rinsed it and put it in with my clones/seedlings and other veggers. I still run clones from clones from her and I never saw pm in my grow room or an indoor plant. what gives?

also have seen some leaf moldy leaf bits in the cloning dome and never even cared anymore than to rinse it out. same dome for years. i dont get it.

Yeah I'd say you've been lucky, PM is airborne and typically spreads fast. Some phenos though are almost immune to it so you may have had one. I've had strains that were bad and some almost immune to it. But it's a bitch to completely get rid of if it starts spreading so be careful. I do sulphur burns between rounds (no plants in the room) to kill everything including PM, that's the only effective method I've found after trying almost everything over a couple of years. My area has a lot of PM outside so it's nearly impossible to keep it from getting indoors. but the burns have effectively killed it and kept it away in my flower room.
