Is this light burn?

I am having some problems with my seedlings. Bulb is brand new. I measure PH, soil is biobizz light mix with no nutrients and I haven't fertilized yet with any nutes. Does this look like light burn or could it be anything else?

The next set of leaves look alot better then the first set....may just have started off a little out of place and got it together now. Let her go and see how she grows. But as I said, new growth looks fine.
 
How close is the light as seedlings don't need much light at all?
About 60 cm from what I measured. I am having a hard time telling if it is light burn or wind burn or something else. Light is 400W HPS. Temperatures are ok, like 26-28Cº. A lot of my other seedlings are growing with deformed and mangled leaves, this one is the best looking one.

Could honestly just be the genetics. Seedlings can start wonky sometimes and can take a little bit to get back on track. You can always raise the light and see if they stretch.

It looks similar to some windburn issues I had last go around, do you have a fan on it?
 
try lifting the light up a bit just to let it get established,then when got a few bigger leaves lower it back down.

Yes, this is what I suspect. I have a oscillating fan pointing at them, its a gentle wind but maybe its enough to burn them, since its happening with different genetics. I will try to point it Away from the plants and see if it improves.

If it is like mine were, I had. 430 watt led 20 inches from the top of a propagator since seedling that didnt cause issues, but as soon as i moved the fan off them a bit no new spots appeared. The damage to me looked like the outer coating of the leaves was "wearing off". Of course these spots never got better but no more appeared.
