7.5 weeks since flip, first time growing and not sure if this discoloration is normal?
is this leaf discoloration normal?

No... neither is that bud formation....
Either it's too hot... too much light or nitrogen toxicity from overfeeding. Your leaves are really dark green which suggests nitrogen.
The bud formation like that is called foxtailing. Look it up.

I was for the first 4 weeks by mistake but last 3.5 has been all flower nute. Its really close to the light but my temps are 74 at peak and using LED. Its probably too much light because I cant raise it anymore. Is it worth rearranging the tent to get it higher or is the damage already done?

M guess is pH, but it could be lockout too. Ease off the N.

Some damage is done but it would be good to get that light away from them. Look at your lower buds like in bottom left of pic compared to the higher ones. There is some serious stress going on there. I would also agree with @PadawanWarrior , back off the N. They are really very dark green.
