the top light is a 125W heat bulb made for indoor plant growth
the other 2 lights are 75W heat bulb made for indoor plant growth
and the bottom light is 32W CFL
are these new heat bulbs i purchased to far or too close to the plant? because the distance it is away from the plant now is very warm.

you shouldnt use heat bulbs..ditch em and get some daylight CFLs. Keep em about 2'' away from the plant, and keep your temps aroun 74-78 degrees. When it comes time to flower you will have to get some warm CFLs. Veg gets the blue spectrum, flower gets the red spectrum.

Take those heat lamps back and exchange them for cfl lights, the daylight ones. The heat lamps are way too hot for the plants and you cannot move them closer. You will be much happier with cfl lights because they are easier to judge and work with. Someday you may want to invest in an hps lamp and ballast for best overall results, but for now go to cfl lights especially if you are straped for cash.
