What's the temperature of your water? Algae will only grow if the water is too warm and the area is subjected to some kind of light source. If you single those two things out, then you'll know its something else. For instance, in one of my hydro buckets, the drain tube (clear tube) on the outside started to grow algae (green) in the tube because it was on the outside exposed to warmer temp and in contact with light. Algae wont grow otherwise.
 
Direct sunlight on your water holding tank can cause algae real fast. Ask anybody who mistakenly put a fish tank in front or near a window.
