Yes it is, either that or spider mites. Monterey garden insect spray would take care of them quickly.
The black spots are from something else like a fungus or mold

The first two pics look like thrip damage and the small black dots possibly their droppings
The third pic with the big black spots might be a fungus, i dont know, as I've never seen it before.
I thought at first it might be like rose black spot but it looks more like Alternaria fungus.
Here's a pic of Alternaria.
