Is this a fire hazard?

Basically i was at my friends home and he is growing with a hps, he did have a 400 watt bulb but he has put a 600 watt bulb in however his ballast is only for the 400 watts. Is this a fire risk or is the ballast only pushing 400 watts through his 600 watt bulb thus making it a 400 watt.

Only pushing 400w. The bulb will suffer, spectrum and lumen output.

Will the bulb have a shorter life or do you mean suffer as in not giving its full potential output?
