Overwatering will stunt growth - those cubes should not need water for quite a few days.
To add water to the cube - dip just the bottom of the cube in your water/nute solution this will aid in root development while avoiding overwatering.

I move a 400w MH up to about 24" on those seedlings. They look fine but that close on seedlings can be a problem.

the light is 16" away. what are the symptoms of a light too close?

what are the symptoms of over-watering?

Brother those seedlings look perfectly fine. You might want to tranplant in a week or 2. Theres going to be a little yellow its not an issue.

they all look really healthy to me, each seedling is different. don't worry about the time as long as they're up straight and green! good luck!
