Is that autoflower ready ?

A friend of mine has this autoflowering plant which was planted on July 21st, it's been around 63 days, it never grew higher than about 1ft in height (she never put any fertilizer in it or anything other than plain water so I guess it's normal) and it's starting to get colder during the night, we don't expect it to go any bigger than this. Should she cut it ?

If you cut and dry that it's going to be super larf. Those buds are nowhere close to mature. The important question is when did it start flowering? Make sure it's getting ing a lot of light. And if you want actual chunky buds to form she's going to need to feed it. There's a lot of cheap organic food that she would love. Seaweed/fish. Make sure it's meant for flowering plants though. (High levels of P-K, not N). You can also grab a cheap little microscope and check the trichomes. I'm assuming they're still all clear at this point. Once they go "milky" and some start turning amber then you know it's time to think about harvesting. Good luck!
