alright you know how when you just start a seedling and its get about 3-5 inches high with 4 leaves. is it common for the leaves to get so heavy that the plants starts falling over or leaning? or is the stem to weak?

Try putting some soil around the stem to hold it up.

Dont over water it, make sure to have a small fan of some sort blowing it around a little.
This will make the stem nice a strong for future.

for vegging i am using 4 cfls about 10 inches above the plant. i forgot to mention this is only one plant. it is just for practice, so if this works i am going to move up to higher quality seeds. i do have a fan on 24 hours a day.

any tips on watering? how many times a day? how much? when?

A few of mine fell over, I just used some small cain and cut a point in one end and pushed it in the soil right next to the seedling then useing some cotton tied the seedling to the cain. NOT to tight just enough to keep it up right, then put a FAN on them and left for about a week or so

Then cut the cotton to see if it can stand on its own if not re-tie
