Is Kellogg Raised Bed an advisable soil base?

I recently used Kellogg Raised Bed for about 40 babies and didnt realize that I needed to add a ton of perlite to it. The result was a swampy mess and instead, I created a bug farm. I stopped watering for over a week and they were still soaked. Fungus gnats, springtails, root aphids and even mushrooms growing out of the drain holes. Big mistake. Needless to say, i had to throw them all out. What I want to know is, can I still use this soil but just add a shit ton of perlite, or should I just stick to roots 707? I didn't add a thing to that and my flower room looks beautiful.
