I had a White Widow that was 7 weeks into flowering, snipped off a bud and cloned it. It took nearly 2 months to root and start putting out new growth, but it worked and I've been running that same Widow for over 2 years now, so to answer your question, yes, it's definitely possible to clone a plant that is in late flowering.

REveg the plant instead. It's much easier than rooting cuttings from a flowering plant if you 've never taken cuttings. Leave some foliage/bud on her, up can her ,trim back the roots, put her in a small pot where she can grow out more roots and put her under 24hrs of light. I heard 18 hrs of light will work too. I like to use 1 ml superthrive plus a heavy dose of seaweed or mild veg solution per gallon of water for the first watering. You should see some new weird foliage growing in a week or two. Crop early because new growth during reveg tend to stretch in my experience.

I don't think he wants to reveg the entire plant. It looks like he wants to take a clone in late flowering so he can continue to clone this variety. It is possible to do this but either way, revegging can take a long time and requires a good deal of patience.
