is it a good idea to start seeds off in a propagator

hi guys got some seeds its not to warm where i am at the moment 11 Celsius outside. but i be starting the seeds off indoors i got a propagator do you think it be a good idea to start them off in this. with the lid closed until they pop. rather than leave them in the open on a tray. ive only used it for cuttings in the past so not sure about seeds.

I sprout mine in some damp folded paper towel. soak a day first, room temp tap water.
I set the paper towel with the seeds in a baggie and put it on my router, it's warm.
