Can you try another bulb? Digital Ballasts have a safety circuit so it might be a bad bulb. I had a bulb recently that would run for 5 minutes then my ballast shut off. So I hooked it to my magnetic ballast and it wigged it out bad I had to rush to kill power. (Swapping the bulb fixed it) Also back in the day I did have a ballast that was bad that did this also so it could be either item.

Besides the ballast being bad the only other thing that comes to mind is if you interrupt the power even for a split second the ballast will go into safety mode for 10 minutes or so. If it is not a problem with supply current then it doesn't seem too likely it is two bad bulbs in a row that look totally fine.
