Infestation or what?

I have a problem with large fan leaves curling up and dying. I had thought perhaps it was spider mites, but I can't find any. Further confusing the issue is I have two varieties side by side HOG (primarily Indica) and OG Kush. The OG does not seem to be effected.

The plants are in veg, 4 weeks old, 5 gal, DWC, ph 5.4-6.0, Tetraflora nutes, ppm 1500-2000 under a 600w MH, water temp 70-72F, room temp 73F, 45%humidity, approx 800ppm CO2. leaf.JPGtopofleaf.JPGBottomofleaf.jpg The pic's show the leaf, a 30x shot of both the topside and underside. The 30x shots basically show an 8mm wide area of the leaf. I see a lot of small white dots that I first thought could be spider mite eggs, but no matter where I look I can not find a mite or for that matter anything moving.

60+ year old eyes but looks like spider mite eggs. Are they in flower? If so start checking your buds.

The pics shown are from one leaf, but I have checked dozens. All the same little white egg like dots but no mites. Four months ago I thought I had mites and went thru several "cures" over a two month period. Neem, pyritirum bomb, CO2 raised to 10,000 plus for two night periods, and mite wash (or whatever they call it). The plants that these leaves are from are new growth and were not around during the "cure".

I can not find anything moving so I am very baffled as to what the spots could be. There are several plants in flower, but no webs anywhere.

Mites won't feed like that. You will see white speckles on the top of the leaf from them feeding, not holes. The mites basically suck the juice out of the cells not eat the foliage.
