Inducing Flowering Inside then Moving Plants Outside in June??? Will they just Reveg?

I live in an area where the killing frost date is typically late September. The equinox (12/12 light dark outdoors) is Sept 21. I am concerned that any outdoor plants will not even start flowering until it is way too late in my climate. Can I induce seedlings to flower by keeping them at 12/12 indoors until flowering is well underway, and then transplant these outside in full summer and expect flowering to continue, or will they just reveg or become hermies? Depends on how much light they get. As long as they get 12 hrs dark and 12 hrs light they will stay in flower, if you give them more when you move them outside they WILL go back into vegg leaving you with hermies. Very Simple 12/12=flower, any more light and they will veg. Just my 2cents
