Powdery mildew is a airborne spore.
Once your plant is infected it is not in the plants DNA.... Who ever says its remains in the plant through its DNA is just misinformed
Is powdery mildew systemic ..Yes It does get inside your plants and can be passed on through cuts
Can you kill it ...Yes with a systemic fungicide and a 100% clean up of the grow area but if you live in a state that has it on the outdoor plants 1 spore brought into the GR and your infected again
