I'm desperate...plants are 3 weeks

I did just post, but i need some help. Where should i be looking to get a hps light for 2-3 plants. (100-250 watts) This is my first grow, ANY tips or advice will be more than helpful. How tall should they be at 3 weeks? Im using two 4' fluros at 3200 lumens a piece. I need some help people, ill try to get some pics soon so that you can all see my problems.

I do retros on old car dealerships and the bulb they use for the light poles are 250 hps. Alot of times they throw out the old one when the new dealer takes over. Check for dealerships in your area for remodel and check dumpster or even ask. They are throwing them out anyway. I got 40 lights last time. They usally come with ballasts. If money is a problem.
