If a seed doesn't sprout, is it a dud?

Planted 3 seeds in soil. 1 took and I found the other two still looking the same as when I put them in. Is there a chance of trying them again or are they completely useless at this point?

How long did you wait before you dug them back up? I would say after a week, if a seed doesn't pop it's bad.

It was 8 days.

After ten days you can count them as duds. Usually good fresh beans will pop in soil in three days or less from my experience. Old or shitty genetics I've found usually take longer to pop.
