i found the bugs on the steam of some leaves that were in the bottom of my grow tent i also found a few crawling around on my plant, they are little green bugs what should i do?

You sir have a spider mite infestation.
Spider mites are common indoors. Find spider mites on leaf undersides, sucking plant fluids. They look like tiny specks and cause yellowish white spots on the tops of leaves. If infested, spider webs may be seen when misted with water. A 10X - 30X magnifying glass helps to identify the yellow,white, two-spotted,brown, or red mites and their translucent eggs.
TO control Spider mites
- clean up the grow area regularly
- Raise the humidity and temp
- smear tanglefoot around the pot lip and stems
- dip small plants and spary large ones with neem oil
- introduce predatory mites (encarsia formosa, ladybugs....etc)
