Looks like its doing well for now. Beginning stage of its flowering. I'd boost out the flower nutes now. Indi/Sativa hybrid? :-o

Yea you will def get way tighter nugs if you use better light. Those small spiral CFLs are decent for clones, seedlings, and early veg, but not so much for flowering, as you can see by the slow progress. If you want to put a couple bucks into lighting, get a HPS or switchable HID kit (and use HPS bulb for flower). I agree with the other poster that suggested 250w, although you may want to bump up to 400w. Also, HID don't penetrate more than about 3 feet through the canopy, so there is no need to veg them higher than 24" or so unless you plan to use those CFLs for supplemental side lighting or something, and they will stretch to 36" or so during flower.

If you want to squeeze a couple more lumens out of those CFLs, negro rig some reflectors. You can get small lamp shades and spray paint them white on the inside, or cover it with your favorite reflective shit. Or just use some white cardboard or buy some reflectors from home depot... whatever you can think of.

so around the base of the plant the soil ids starting to turn whiteish what is going on can anyone help
