Hello,
I have 3 week old bad ass hydro plants on 18x6 lighting that are about 6 inches tall. with staying 2 inches from the light I have about 23 more inches of grow space. vertically. How many more inches should let the get before going into flowering? I am gonna have to do it pretty soon, but wanted to double check.

2" sounds kind of close, what sort of bulbs are you running?

I'd say on average they will at least double in height during flowering, depends on the strain tho, I grew a random assortment of bagseed one time, and one of them just wouldnt stop growing, had to train it all over the place!

Black Pearl, and Blue Berry, and I am using a 2 full 4 bulb full spectrum light. I did this in a stealth box, which is stealth if you don't see it . When I buy a house I am going to really factor in a very nice grow area. Too bad we don't have basements where I live in the SW

If i'm reading you right you have 29" of vertical space total, if this is correct I would flower them when they are about a foot, no taller. If they get too tall you could always train them a bit and this way you utilize all of your space and can get those babies as big as possible. If you are using cfl's you should have them about 1 in away so you should have plenty of space.
