your plants are flowering. looks like you need to back off the nutrients. have you seen any insects in the soil or under leaves? good luck

yeah there are some insects under the leaves and the plant food we stopped as soon as we saw budding

any ideas on how to fix it

depends on the insect, neem oil spray will get rid of most of them. what damage is done will probably not get better but you can keep it from spreading.
(i don't know about where you are at but my local lowes home improvement store started stocking neem oil spray)

darn if you have bugs im very sorry, but your plant is already budding my friend.. by the looks of it your growing this outdoors? if so nature is doing its thing and your plant is budding naturally. but for future reference, on your next grow when the plant starts budding you should start using a bloom fertilizer. this is when you want sutrients most so you can get big resinous buds
