I have a few plants, 1 about 4 inches tall, and then 3 seedlings. And my big one is about to enter its vegitative growth stage. And i have a small grow tent that i made, with a scroging setup in it. I was wondering when I know when the plant is ready for the abuse?

At 4", you might be able to start with some gentle bending to get your plant prepared for the abuse. Can you post pics of the plant and set-up?

... I bent this plant over when it was 70 days in veg, and 5ft tall. It was a bit sad the day I bent it, but the next day was totally recovered ...
I had to super-crop/weave once after 8 weeks in VEG. Some branches weren't quite as cooperative as others. And while it all worked out, subsequent grows were bent and woven while still in VEG. But it is amazing to see these ladies beat up one day and within 48 hours, everything has turned back towards the lights.

LST low stress training. Long as you don't try to force it to bend it's ok. The idea is to slowly train them to bend down. Keeping them short. Which also depends on your set up aswell. Some people have the light and space to have big plants where some require short bushy plants for smaller set ups.

I am also not sure how much its okay to touch my plants. I see people on youtube being pretty handsy but im scared to break them

Then probably best to just watch em grow...as it gets a bit bigger you'll see how easy it bends, then if you like the bend, just tie it down.
Low stress training. The Key is not to force them to bend. Some plants love it and some not so much.

You train them when you are ready to. FYI - even small plants can handle gentle LST. Started manifilding her when she was the same size as yours:
