Humidity Control

I'm using a 400 watt hps and my humidity is around 45. Shouldn't it be higher? How do you control humidity?

Um, no don't check into a humidifier unless your plants are showing signs of stress. That is a fine level unless you are trying to root clones or grow very young seedlings. In this situation, I would always use covered trays as opposed to humidifying the entire growspace.
