hps stuck in cold start

hey i need urgent help i bought one of the 70 watt security hps lights and i wired it up exactly like the thread on here showed to remove the ballast and ignitor to the outside of the box and my friend an electrition checked it out and says its legit but when i plugged it in today it started glowing like in cold start but it never started up like actually lit. i dont think its wiring but idk what it really is could i have a bad bulb possibly or a bad ignitor, or ballast? if anyone knows i need urgent help i just switched from cfl veg to hps flower on my first grow.

you know you can get a 400watt kit for 60 bucks at 1000bulbs.com? 70 Watts is nothing, that site also has 150 watt cfls, 500 incandesant equal, 6900 lumens for 20 bucks each.

My ballasts do that when they need a new cap.

i fixed it thanks. the 70 w hps produces almost no heat so i can stick it very close to the plant but it blinds the hell out of me and its way brighter than the 5x 100 w cfl's i had on it and im flowering so i kinda wanted to go with the hps. im getting lumatek eye 400w hps and sup pro 10 ballast for bday in a month

for all the electrical parts, project box, drop cord, and light it was 90$ my security light was 74$. i would have waited to buy my 400w hps lumatek eye and ballast but i need something to flower with now. there is a really good how to on removing the ballast from the bulb ill post pics tomorow so you can see how it looks. for 90$ at lowes there is a 150w hps also
