HPS Setup trouble HELP

Okay so I am getting ready to turn on my second setup in my flowering room and for some reason it wont go on. I tried turning it on yesterday and it worked but today it wont do anything. I tried different outlets, surge protectors, and even rooms to no avail.

I have a hydrofarm reflector with a lumatek ballast so I purchased the BAASR Adaptor-Hydrofarm/Lumatek Ballast to Sunlight Reflector which looks like this:

and in addition I purchased a 120v power cord as the other one was only a 240v and incompatible with the surge.

The setup was working yesterday with all these components so I am unsure as to why it stopped 24 hours later. The ballast is new, btw

... is the power strip on? circuit on? bulb in? if you turn it on give it 20 minutes if it isn't on then you should call the vendor.
digital ballasts aren't supposed to take time to fire, but if you turn it on and off you usually have to wait 10-15 minutes to power on again.

I'm not sure where the fuse is on the lumatek however I'm positive it has one. Look for a plastic screw on the box somewhere.

Tried it with and without the strip. Bulb in, gave it 20 minutes and it doesnt go on. Yesterday it started immediately after I plugged in.

Going to change the bulb but doubt it would make a difference.

Contacted the ebay seller and hopefully he can exchange it.

No plastic screws only metal ones and I dont want to tamper with the product.
could be defective, its probably not powering on because there is something wrong.
my ballasts are all hardwired.
sounds like there is a short in the circuit or you got a doa product.
